The NTSB says a February runway incursion began when a charter flight took off without a clearance.
The crew of a Learjet 60 charter flight began a takeoff roll on Runway 09 at Boston Logan International Airport without a clearance, setting up a conflict with a JetBlue Embraer ERJ 190 that was cleared to land on an intersecting runway, the U.S. National Transportation Safety Board (NTSB) says.
The group’s report says inadequate funding has affected staffing, facilities and equipment.
